The cartoon shown above is about a stereotypical view of poverty in developing countries the man standing out side the hole are the people not in poverty and he is seeing the person in the hole as someone in poverty and he is saying that there is no way out of poverty and that you just need to keep working and keep digging yourself a bigger hole that is getting harder and harder to get out of rather than trying to hand him a rope or something useful to get out of the hole. This is representing that poverty from the outer view it can look like there is no way out and they just need to keep working but we actually can help.
