Is it immoral to increase the price of goods during a crisis?

How much responsibility do retailers in general have to prevent stockpiling? Should they place limits on how many items, like hand sanitizer, a person can buy?

Taking Mr Covin’s scenario as an example, I think the government and the retailers have the responsibility to control the flow of goods to the places where they are needed the most. When resellers liker Mr Covin stockpile essential goods during a crisis, he is able to raise prices according to how demanded it is. When this happens, poor people of the badly affected areas will not be able to afford it, which makes them more exposed to contracting the virus. The more desired option is to let the government buy these essential goods in bulks and distribute them according to the populations and how badly those places are being affected by the CoronaVirus.
