How much responsibility do retailers in general have to prevent stockpiling?

I think that retailers have a huge responsibility in not allowing people to stockpile and ensuring that resources/goods are evenly distributed and spread to consumers as they are the ones selling and distributing the product. It is really important that products get sold evenly has it ensures people have enough goods/needs to be able to live normally, it also avoids people having to pay higher prices for goods from people who stockpile and sell on for higher prices. At this current time, it is especially important that things like hand sanitiser, masks and health products get shared evenly among the public as it is important to keep everyone as safe as possible.  Retailers could impose rules such as maximum of 2 bottles per person when buying from shops.
